Elijah Cummings was a member of the United States House of Representatives. He was first sworn in as a Representative in 1996. He became ranking member of the Oversight Committee in 2011 and Chairman in 2019.
He was elected to represent Maryland’s 7th Congressional District. Before being elected to the U.S. House of Representatives, Cummings served in the Maryland House of Delegates for fourteen years. He was the first African American in Maryland history to be named Speaker Pro Tempore.
Throughout his career, Elijah Cummings battled fiercely to protect voter rights and sought to address the needs of people of color.through enacting and strengthening civil rights protections. Cummings argued the right to vote was the foundation of all other rights.
